- Add SupressionCommentFilter module

SuppressionCommentFilter can be enabled with
// CHECKSTYLE:OFF
and disabled with
// CHECKSTYLE:ON

Florian Schmaus 255f7a1ad5 Add AbstractDebugger and JulDebugger 
there was a lot of duplicate code in ConsoleDebugger and
AndroidDebugger, which resides now in AbstractDebugger. Those two and
the new JulDebugger subclass AbstractDebugger.
